If one has to convert to islam you have to say the statement of faith or shahada. Believing and stating it makes you muslim. I will show you in times of moses and jesus peace be with them , similar statement was there . In times of moses, you had to believe that he was sent by God , and also the 1st comandment clearly states that you should not have any other gods beside God. When you come to jesus , he said " the eternal life is this , that they know you as the only true God and jesus christ whom you have sent . And in order for one to be muslim you have to say " there is no God but allah, muhamad pbuh is his prophet and messenger" and thats the first pillar of islam.
