However what you should be reporting on is how the current chief of the department continue to promote all blacks, gays and other minorities over the more qualified candidates on any given list. What will the department site for the reason? That they can go any where on the list to pick promotions, however this is a job that can get people killed and promoting someone with very few years of service is foolish however since Will Swann is trying to please the Mayor this is his form of reparations for his race, it’s disgraceful. Not to mention he was NOT QUALIFIED for the Directors job when he was made for chief.
