Nothing wrong with having flex connected to the downlights or in a domestic property. Them downlights in the bathroom look like there over 2.25mtrs from floor as well so they don't have to be ip65.

The single insulation should not be exposed, therefore needs terminated inside the job and also the light itself.

Absolutely nothing wrong at all with using flex for the leg to the fitting. Poor standard of workmanship admittedly.
