In Cuba there is barely any internet. Anything but the state-run TV channels is prohibited. Publications are limited to the state-approved newspapers and magazines. This is the law. But, in typical Cuban fashion, the law doesn't stop a vast underground system of entertainment and news media distributors and consumers.
"El Paquete Semanal" (The Weekly Package) is a weekly trove of digital content-everything from American movies to PDFs of Spanish newspapers-that is gathered, organized and transferred by a human web of runners and dealers to the entire country. It is a prodigious and profitable operation.
I went behind the scenes in Havana to film how the Paquete works. Check out the video above to see how Cubans bypass censorship to access the media we take for granted.

It doesn't matter, Cuba doesn't censor the internet but due to the embargo placed on Cuba, there is no internet infastructure for many of these people to receive the information. What they're doing technically isn't illegal if the contenet wasn't pirated, so they can't really be arrested especially when the whole entire national would be affected so I don't think anyone would want to do that.
I think it's very irresponsible of VOX to publish their identities and faces as is. VOX is naive if they don't think the Cuban government can't make its citizens disappear in thin air like the US does.
They were being very careful when answering questions. The answers given by the Cubans were thought out to avoid any form of disrespect to their dictator. In the first question when Vox asked the "why" question the guy said, " I don't know it's just the way it is." Very cautious when answering I could immediately tell.

Actually, its the us putting an embargo on cuba that restrain cubans from using the internet. There wont be any infrastructures if the company that create them wont be able to trade with the us afterward.

This series made me really respect Cubans. Seems like they're all straight hustlers. Working a 2nd underground job in order to live, have their own local underground internet they built themselves, always finding a way to work around the system. Necessity is the mother of invention.

Reasonable there are some spots for wifi. You can stream video there and browse the web etc. the only thing you can't do is downloading apps. So yes Cubans can watch this video😄

There is no need for that in Cuba (at least for this type of things), because there is always "someone who knows someone" which is the way this type of business work down there. My brother for instance use to do this (until someone stole his computer) :-(
That sounds about right, we need to think, that out of the situation they have (no internet, cable tv, etc.) everybody, including government officials enjoy international tv as much as the next person :-) and possibly that is why is tolerated, 'cause they are also consumers of the paquete

+MightyMighty Spandaniel Yes. You don't subsidize the massive over-performers because then they won't compete with each other but instead rely on bailouts and constant public funding. You subsidize certain under-performers that you need to encourage (say for a nation to compete with another nation) and socialize only what is necessary for basic living (a post that may shift depending on societal needs, but still), so people can then have the structure to create things that then compete. You don't stamp on the poor, suck dry the middle, and constantly reward the rich - unless you want oligarchy.

In latin america almost everyone has 1 first Name, 1 Middle Name and 2 last names. Usually when asked, you only say your first name and your father's side last name, but In government and bank related stuff, or just important stuff in general. you're required to say your whole name.

Cubans are known for being SUPER resourcefull people, who can get around any challenge they might have to face, all because of their restrictions on resources available etc... Never fail to impress me... I had a cuban music teacher (Don Julio Peraza) who sadly passed away and really influenced who i am today, he was always incredibly happy (i always remember him with a smile on his face) and knew how to teach music and drums like no other teacher i have had.

One thing that many people need to understand:
If the Cuban government did not wish for this distribution system to exist, it would not be as developed as it is today. Simple fact.
The truth of the matter is that the weekly package is perused by lower government officials as well as the citizenry. Whether the higher officials are capable of simply viewing the internet and television without barriers is up for debate, but it is likely that they too depend on the package for many things.
After all, the meticulous collection and dissemination of information is central to Cuba, it's almost a hidden national pride and the thing that has kept Cuba afloat since, in essence, being closed off to the world.
Think of the most common documents that are referred back to here in the United States - birth certificates, wedding certificates, divorces, bills of health and so on; now imagine them packed with double the information, extending back years upon years, with loops and loops of supplemental information.
Lives and families are recorded meticulously and rendered in multiple copies when necessary. The collection and dissemination of information is ingrained. Attacking any form of that pride would trigger an outcry that would, frankly, be suicidal for the government. So, why bother having an open witch-hunt for the weekly package? It's more beneficial intact than dismantled.
Is it just me??? but when he made the statement that "he looked more like a lazy college sophomore than the king pin of a national.." and "... After 5 minutes sitting in his office... I quickly gained respect." It just irked me when he said that. Why would you not have respect for someone trying to bring media to his people? This man could go to jail or worse. His assumptions just rubbed me the wrong way.
Bringing media doesn't necessarily make him a good person. It's a lucrative business venture, and while this guy may be an exception, most people who can get into this are primarily interested in the money. The aren't necessarily hard working clean people.

i want to deeply thank you for this video . I am a Cuban-American born in Cuba and moved to the USA when i was 14 , i do not agree with the government but i do thank Fidel Castro for bringing free education and healthcare , all my family graduated from universities and are very educated. I have never seen so much ideas and innovation in any country but Cuba , the things that the Cuban people do to survive and to keep them moving with so little resources and technology is amazing , USA has the longest embargo in history on the Cuban people , yet the Cuban people still have cars from the 40's and 50's , the people themself fix their cars and create the parts for this cars all by themself , i know this because my father still lives in Cuba and i visited the country last summer after 8 years , i could not help but cry to see a country stuck on time .Their education system was once really great , one of the highest rate in literacy but now is failing since a taxi driver makes more than a doctor as its demonstrated in this video , so the young generation are no longer interested in education as much as it used to be , its like going backwards. At morning the citizens just listen to political agendas in TV that is run by state,but they have TV and DVD players,I went to the house of a physics teacher in Pyongyang that was friend of my tour guide,he told me that there is a network which spreads DVD's of Hollywood and Chinese, Japanese ,South Korean,Russian movies and documentaries which they get from Chinese and Russian market and they spread it all around North Korea,but when they get caught,they are prosecuted in front of public. North Korea is very very strict and hell of a life over there.
We have a similar thing in the UK. In every single pub across the nation there will be someone who comes in and sells movies on data sticks or DVD's. You place your order and the guy will be back the next day if he doesn't have what you want there and then. Usually charge about £1 per movie.

As a descended Cuban myself (My Father was forced to emigrate from the country or so I've been told) the regime in Cuba isn't as oppressive as everyone thinks and Cuba is by far one of the most well rounded countries despite the look of things. They're a very smart people and they wouldn't stand by and be oppressed again once they got out of the oppression the suffered before hand, much like we're beginning to see in southern America.
Honestly, it did not surprise me to know that the Government knew or would do nothing about this. They're beginning to Modernize and as such they are steadily becoming accepting of modern technology. Even just 9 years ago in India, fast Internet was hard to come by. We had no paid streaming services locally available simply for the lack of fast enough Internet to run them. I remember being in 11th grade and having a 40gb monthly limit on my Internet connection with an average speed for 4Mbps. My friends were in a similar situation so I realized that a lot of us could benefit from some organization. We compiled out movie, show, music, video game lists for anyone to access and identify the content they wanted and we would exchange it in school. Saved us a lot of data we would have otherwise spent downloading something someone already had. Good Times.

One month all the rebar are gone. The next month its the mortar and the following month the sand. You don't see yogurt on store shelves for 6 months and the cooking oil disappears for twice that length of time. Most people have a side hustle and some folks have even 2 or 3. It's an environment where those with game in their hearts fill their bellies with food. Those that don't have it have only want to fill theirs with. The honest Cubans that make it here to The States take the one virtue that the Cuban government instilled into them - academic excellence - and do well for themselves in the skilled labor market. Otherwise they spend their days trying to hustle and cheat their fellow Cubans as well as any other sucker that crosses their path. Truly it's a wonder that Donald Trump doesn't have more Cuban people in his cabinet.

There are smugglers in North Korea, especially near the border cities (Some Chinese/North Korean cities are right across the border from each other). It's definitely not this elaborate though as the North Korean government is a lot more oppressive, but some movies still make it through

Me & my friends used to do something similar from 2004-2011 for free.. We would just distribute content like movies/series/softwares etc to everyone who wanted it.. However, a terabyte/week is a pretty high download rate and we used to limit ourselves to stay under radar...

As far as I know, in Romania, long before any big internet provider got into market, people in living blocks used to spread LAN cables from apartment to apartment and from one roof to other, creating local network for file sharing, forums and playing games. Today Romania has one of fastest internet connections in Europe. And Romania is not very rich country (no offends).
