I think it's more so not that this story particularly was true, but that things like this do happen in the neighborhood where he was from all the time and that life is brutal and harsh for real.
Isaac Delgass No the story was meant to he taken literally as in the stuff happening in it but the whole story is a metaphor for all the things that people do in those places that is just straight up evil and demonic and that some go into that life knowing exactly how fucked up they have to be to live that life and that some even love it. But it's not for everyone cuz in the story Billy did actually rape his mom. And once he realized how far he had fallen after his mom gave up so much to give him what little she had left after she herself danced with the devil he realized he couldn't handle that life and ended it instead. He probably would have killed the girl if it wasn't his mother but since it was his mom, someone he loved even tho he didn't show it, he decided that death was better than living with the devil.
I've always had a theory that it wasn't really his mother but his subconscious was so disturbed and horrified by what he just did that he entered a state of complete delirium, and he hallucinated that the woman was his mother before ending his own life. The fact that he never even noticed it was his mother up until that point supports this
