I don't think the voice over and video are synced. Towards the middle of the video i noticed everything he was mentioning happen about 5 seconds ago in the video.

Yes to both questions. The setter can set any attacker from any rotation.
Mr King the back row setter can set. Anyone can generally set over the 10 ft line, except the libero, back row people can't jump in front court
The only person that cannot set, in front of the 10ft line, and if the hitter jumps, in front of the 10ft line, is the libero. Volleyball has a billion rules, that change every day lol
