    I used to work for the electricity board in Paisley and I can tell you these originally marked
    electricity cables. PE = pot end ie a cable end. SJ = straight joint. A rectangle with three lines coming out of it= tee joint. They were used throughout the UK and when I visit a new town I enjoy ‘learning’ that towns codes. There were gangs of guys called setters who used to reinstate the setts after the road had been dug up and the marked the kerb with what was below. One of the most commonly marked things was road crossings, so the arrows you think point to nothing used to mark cable routes.
    Often the cables have changed but the kerb marks remain. I have often found joints or road crossings using these marks, often they were more accurate than our drawings.
