All the lights illuminate (PRND) when there is a fault stored in the Transmission Control Module. When there is a fault stored in the TCM then it will default to emergency running mode (by priority). Which then the Torque Clutch will stay open and the transmission will stay in 3rd gear for all forward driving. If it is a low priority fault like a tiptronic switch, then emergency mode will not be activated. Just found my notes! It states that if emergency running mode is active, say a solenoid valve fails, the transmission is protecting its internal parts. The emerergency running mode is indicated by the display in the dashboard. Hence the fully illuminated PRNDS. Took this from VWVortex :D Hope that helps somehow
PRND altogether is a default safe mode to 3rd gear. When the TCM monitors a pressure sensor issue in one or more of the solenoids it triggers a safe mode to protect the transmission. In my 03 Passat with over 200k miles it did this. I immediately changed the fluid and filter drove a short while and then drained and refilled again with one bottle of Lucas Oil 10441 Automatic Transmission Fluid Conditioner - 20 Ounce and it has been shifting like new again. (PLEASE NOTE: Since the pan holds about 3-4 quarts of fluid and the transmission system holds about 3 times that. Draining and refilling again helps to cycle out most of the old fluid)

Chris drain the gearbox save the fluid in a clean pan , add a fresh can of seafoam g/box cleaner an refill with the saved fluid and just keep driving around town 😉
Funny how now my Jetta 4 auto has a similar problem to your Passat just recently. What madness. I hope you discover the root of the problem as I have to now take mine to a gearbox specialist 😓
When all the transmission gears light up , that is the TCU error and it’ defaults to 4th gear. Probably the gears shift selector is faulty or there’s a faulty solenoid.
it may have two oil chambers would also explain why you need to go through the gears when you fill it, so i might have to little oil in it now. But according to your revs when you were doing about 60 in D it was in 4th gear. But it sure is a weird gearbox that one :P
I did a trans flush and was later checking fluid if it's enough and i did it wrong ur supposed to check it while car running and the fluid needs to be 35-40 C. When car running and fluid temp about 37 thats the sweet spot to check level and to add fluid if nothing is coming out of it at that temp. Hope this information helps u👍 (i used vcds for trans temp)
I brought the car up to temp before I drained out the first bit of fluid before trying to add more in. I can’t check vcds yet because I don’t have my laptop unfortunately and there’s no Audi/vw dealership close by

you have to fill the gearbox while the engine is running and up to temperature
he did that in a previous video. he uad a tempersture gun to check the temp of the gearbox

I know from my Touareg, that is not a good sign when the PRNDS lights all toghether,just be carefull not to remain în limp mode.

Had the all gear selected thing on my mk4 and it was a gear selector error. For me the gear selector's magnets were misaligned.

I put my money on the neutral safety switch... I doubt its internal cause you can still get 1st in the shift mode.
Did you have the car/trans running and at operation temperature as you were doing the drain/fill?

I did a trans flush and was later checking fluid if it's enough and i did it wrong ur supposed to check it while car running and the fluid needs to be 35-40 C. All light lid up on trans that means that it is in limp mode check fault codes it might be a solenoid
In limp mode the trans shifts i think only to 3th gear
