The flying C can catch many fish from Mackerel to Bass also the tide is traveling up that river as we know also your imaginary line can be in a different area than his pmsl, here in Wales it's pretty much the same butthere was a gang of us fishing fro trout by night on a res and the bailiff came along and said I'm a bailiff and the boys replied to him can you swim haha he just said I'm only saying and left us alone, also I used to have a license for fly-fishing and our limit of fish was 6 but I used take what I could and even took 12 in one day as I was not going up the following day hahaha
Your lucky you didn't end up in court. You broke the law. He had every right to book u. Although you say you didn't know- you need to be sure of the rules before fishing near a river. All salmon and sea trout are C&R regardless of salt or freshwater. Also sounds like the bailiff didn't know much either

I would agree with you-it has to be sign-posted with the demarcation clearly set out in order to enforce the licencing.
why did the baliff want to see if your hook was debarbed when your fishing for bass?? and as for flyin c's i guessed i missed the bit in the 66 fisheries act where it assigns individual lures to fish, keep er lit CJ, btw you can use barbed hooks still for browns 🎣🎣
