There is an active recall on the fuel pump. It mainly effects 2018 and 2019 Toyota Tacomas. I had mine replaced last March and prior to the replacement I had issues with my truck bogging out and not starting up because the fuel pump was going bad. I don't know if your fuel pump has been replaced under recall yet or if the fuel pump is the underlying issue for you.

What I did for my moms highlander that was in almost similiar condition was just use a whole bottle of ceramic coat and it actually went inside the dents and hid all the defects. But you have to wipe off all residue or else you get stripe patterns. Sorry about KOH -- but the Taco will make it some other time. BTW, your 98 XJ is much like my '01, including the rock rash/trail damage -- but mechanically, everything works fine. Trail damage is just "beauty spots" and merit badges/campaign ribbons showing it earned its keep. Bravo Zulu!
