It didn't come out because it was a development hell, had an imposible release date, no resourses or help from Sega, many builds that didn't mash together and didn't even work on a Saturn, one of the builds was taken down by Yuji Naka because it was based on one of his games, and the cherry on top one of the developers almost died due to the amount of crunch and stress.
At the time the general consensus was that Sonic only works in 2D, and people wanted Sega to retire Sonic and replace him with a brand new mascot. Much like how Sonic once replaced Alex Kidd. Sonic Adventure revived the franchise, and showed people that Sonic can work in 3D.
