That tire fell off a ship or boat. We used to use those types of tires, drill holes in them to chain to the bow or stern and act as a fender. The big holes also let the water out. Some times the chain weld breaks and the tires end up in Davy Jones locker. Arrg.

Talk about hauling strange things off the bottom, my brother had a human femur bone stuck in a crab pot about twenty years ago. The RCMP determined that is was from an unfortunate fellow who was reported to have fallen overboard in that area. Job to beat that one.
