What is the measurements for the modesty panel?

Thank you. The modesty panel is about 13-15 centimetres wide. The pattern was drafted from the Winifred Aldrich pattern drafting book.

How would you add loops if you didn’t want a modesty panel? Could I add them directly onto the corset between the outer layer and the lining?
