From what it looks like, Ubi wants to keep Outbreak it's own thing from Siege while still catering to those who loved the Outbreak event. It's a double edged sword though. If they made Outbreak a permanent gamemode, people would think it's breaking the base game. Make it a new game, you get the reaction people currently have, thinking this is the route Rainbow Six is indefinitely traveling (which is way blown out of the water). The reception reminds me of Fallout 76. Whether or not the game was good, fans were mad that the installment existed because they saw it as a threat to the franchise, thinking that's the permanent route the franchise would go. As we can see, that's not the case. Bethesda still panders to fans of Fallout 4 and they're still very singleplayer focused with Starfield and ES6.
I don't know I played the first few years of Siege on console, started during closed beta. So, literally the start when no DLC was out. The games characters are so ugly now it is sad, did the SJW get ahold of it, did the creatures get it?
Hope they will add an ability to play as the infected/alien/zombie. Otherwise it will just become boring in a week.
