There’s really no way to accurately compile such a list because we have to control for differences in media exposure, population levels, the cultural importance of sports at various points in time, the influence of time-based racial biases, etc.
How can we do that? Today, we have social media, which turns every citizen into a journalist or reporter of sorts. We don’t know how big Jesse Lewis or Joe Lewis would be today. Baseball and boxing were once unquestionably the country’s top sports. That isn’t the case now, so a person who achieves great popularity in one of those sports nat be overcoming more.
