Claude never expressed any complains when under an organization's order, let alone when he betrayed them. All these missions where CJ was a hitman he was either helping some friend, or he was being coerced into doing so, whereas Claude doesn't feel coerced at all, as long as that helps him fill his revenge against Catalina. Although CJ always accomplishes his missions, he appears clearly bothered after many of them (especially the C.R.A.S.H. and Toreno missions), whilst Claude always has a clear conscious about what he just did, be it under some organization's orders or betraying the same. At the end, CJ remains loyal to the Grove Street Families, even though he would have probably moved out of the hood some time later. Claude, on the other hand, remains loyal to himself and to achieving his goals by any means necessary, no matter how many people get killed or how many things get destroyed in the process.

And I think that Tommy can't swim because there are many dangerous creatures that could damage Tommy so I think maybe this could be the reason of why Tommy couldn't swim.
