Claude was cold as fuck, but I think it's a bit to do with GTA 3 being basically the first venture into actual, recognizable characters. I think they wanted to keep Claude as sort of a blank slate for the player to relate. And they also wanted to depict the brutality of the criminal world. So Claude had to be cruel and emotionless, because he wouldn't make it otherwise.

Unlike other GTA protagonists, Claude has no emotions and hesitation. Despite he killed less than some GTA protagonists, I don't think he has problem for doing all of the heinous things that other GTA protagonists did if someone hire or order him to do.

Although all pratagonists are bad in general, the top 3 worst names compared to the others (in my opinion) are; Trevor, Claude, Tony. If we were to rank them. 1-Trevor: A deeply disturbed individual. He is often extremely angry, unsympathetic and wild. Even though Trevor is a terrible person, he is at least loyal to his friends, his mother, and a few other people. Moreover, it is implied that Trevor had a bad childhood. Maybe if he had had a good childhood, he wouldn't be such a person. 2- Toni Cipriani: Except for the side characters in the series (Eddie Low GTA 4), he is the man who committed the most brutal and inhumane crimes. Giovanni dismembers Casa with an ax and sells its meat. He is the definition of evil as he blows up Staunton Island and thousands of civilians. 3- Claude (the pure evil in my opinion): an unpredictable person who can betray his employer and those around him as a result of his interests. The beta version of GTA 3 makes it more violent. (darkel's terrorist themed missions). Even toni and trevor are loyal to at least some people. But Claude is literally just a malicious psychopath. Even though he is the worst in my opinion, Claude is someone who has been betrayed many times. Catalina, Salvatore's paranoia has made him untrustworthy.

On the other hand, in one of Darkel's missions, we had to destroy a building with a dodo. (Beta version) and since this was cut in the game, the dodo plane is completely dysfunctional. So the Darkel character and his scumbag missions were not because they were against Claude's personality, but because they were terror-themed and would stand out in 2001 and put Rockstar Games and GTA 3 in a difficult situation. It was the producers who said this before, not the fans.

Claude being below Trevor is a crime in itself, Claude will literally do anything if you pay him enough, hes a true killer, he has no remorse, or morals, all he cares about is the money. Deconstruction is so out-of-character for CJ. A couple of construction workers catcalled his sister, so he choose to massacre everyone and bury their foreman alive in a portable toilet? I wouldn’t really say Niko is “evil” but he goes to some extreme lengths to get by in a foreign country. The only people I think are TRULY evil without motive are Trevor, and The Mutes (GTAV Online + Claude). Characters who just kill and destroy for the fun of it without the desire for money. Obviously everyone is in it for the money but Trevor and the Mutes will do it for free if you ask them nice enough
All of them are bad people but in terms of personality, I'd say Claude, CJ and Trevor are the most truly evil Claude has no emotion and hesitation, and willing to use any mean to further his revenge and personal gain, despite he killed less people than some GTA protagonists, I don't think he has problem for doing all of the heinous things other protagonists did. CJ may has some loyalty and emotions, but his emotions are shallow, and his loyalty to people around him are rather in pragmatic ways, he has no problem for killing any of his friend or family member if they betrayed or crossed him, and killing everyone who get in his way and opposed to his empire, and can be machiavellian, backstabbing and deceitful to get what he want. And also has authoritarian tendencies. Trevor might be the one who has the emotions and hesitation out of these three but he often used unnecessary violences, is basically a ticking bomb and hell walking on earth, has narcissistic tendencies, has little to no shame for most of his wild actions, and treated most people around him badly. Toni might bombed the whole district but he never double cross his superiors, doesn't look for himself and someone like Claude, Tommy and CJ would kill their mother if their mothers sent hitmen to go after them. And his loyalty feel much more real and less pragmatic. Tommy is surely power hungry and has narcissistic tendencies but he showed to be a pretty fair and open minded leader to the among group of his friends and unlike CJ and Trevor, he won't kill random bystanders if not really necessary.

Thing is some of the missions in earlier gtas were just there as filler and even though there are cutscenes for them i don't think they ALL can be considered canon. For example in san andreas CJ has to take some photos of the blueprints to Caligulas casino. If he doesn't have a camera at the start you're instructed to kill an npc on the strip and take his. I don't really believe any gta protag would do that rather than just stealing it.

Claude from GTA 3 is the most evil, because he has no morals whatsoever. He only cares about money and power. And he will kill anyone who crosses his path for no reason.

Although all pratagonists are bad in general, the top 3 worst names compared to the others (in my opinion) are; Trevor, Claude, Tony. If we were to rank them. 1-Trevor: A deeply disturbed individual. He is often extremely angry, unsympathetic and wild. Even though Trevor is a terrible person, he is at least loyal to his friends, his mother, and a few other people. Moreover, it is implied that Trevor had a bad childhood. Maybe if he had had a good childhood, he wouldn't be such a person. 2- Toni Cipriani: Except for the side characters in the series (Eddie Low GTA 4), he is the man who committed the most brutal and inhumane crimes. Giovanni dismembers Casa with an ax and sells its meat. He is the definition of evil as he blows up Staunton Island and thousands of civilians. 3- Claude (the pure evil in my opinion): an unpredictable person who can betray his employer and those around him as a result of his interests. The beta version of GTA 3 makes it more violent. (darkel's terrorist themed missions). Even toni and trevor are loyal to at least some people. But Claude is literally just a malicious psychopath.

On the other hand, in one of Darkel's missions, we had to destroy a building with a dodo. (Beta version) and since this was cut in the game, the dodo plane is completely dysfunctional. So the Darkel character and his scumbag missions were not because they were against Claude's personality, but because they were terror-themed and would stand out in 2001 and put Rockstar Games and GTA 3 in a difficult situation. It was the producers who said this before, not the fans.

Claude has no emotion and hesitation, and willing to use any mean to further his revenge and personal gain, despite he killed less people than some GTA protagonists, I don't think he has problem for doing all of the heinous things other protagonists did.
CJ may has some loyalty and emotions, but his emotions are shallow, and his loyalty to people around him are rather in pragmatic ways, he has no problem for killing any of his friend or family member if they betrayed or crossed him, and killing everyone who get in his way and opposed to his empire, and can be machiavellian, backstabbing and deceitful to get what he want. And also has authoritarian tendencies.
Trevor might be the one who has the emotions and hesitation out of these three but he often used unnecessary violences, is basically a ticking bomb and hell walking on earth, has narcissistic tendencies, has little to no shame for most of his wild actions, and treated most people around him badly.
Toni might bombed the whole district but he never double cross his superiors, doesn't look for himself and someone like Claude, Tommy and CJ would kill their mother if their mothers sent hitmen to go after them. And his loyalty feel much more real and less pragmatic.
Tommy is surely power hungry and has narcissistic tendencies but he showed to be a pretty fair and open minded leader to the among group of his friends and unlike CJ and Trevor, he won't kill random bystanders if not really necessary.

I think Trevor despite all of that he has loyality at least. Michael in that area is more manipulative than Trevor is. Yes, Trevor is an absolute maniac but at least he is loyal and honest. While the most evil are Toni and especially Claude + Claude Speed from GTA II.

Niko and Michael should switch tiers. I mean the worst thing about Michael is that he is untrustworthy, but he definitely doesn't do as many evil deeds as Niko overall. Claude should probably be S tier too. Claude's only motivation seems to be money, he's not loyal to anyone, he doesn't have any actual friends, he will backstab you for money.

Claude from GTA III and Tommy from Vice City were quasi evils.... Claude being too damn mysterious.. we cant judge his evilness but he could go any lengths to prove how much revenge he wants.
Tommy is power hungry... He could do anything for power and to get the work done.. He killed many innocents just to prove to a biker gang.. but he also had a soft spot for Ernest Kelly (Printing Press guy)
CJ was not evil at all.. yes he was brutal, he was indecisive at times but wasn't a blood thirsty demon.. he, most of the time, saw violence as the last resort (Remember killing Pulaski and stopping Sweet from Killing a dope head or better he saved madd Dogg from committing suicide) and that deconstruction part was actually CJ being indecisive..
Niko Bellic is someone who would shoot you in the head first than feel bad for your family.. he was just a broken man IMO
Toni Cipriani was a kind of evil.. in his ways.. IMO he (after Luis and Franklin) is the protagonist who rarely loses his cool. He is just a man who never got the love and respect he deserved
Johnny Klibetz was not evil at all.. he was just tired of all the bs and wanted an out.
Luis Lopez just like Toni and Frank, is a loyal and Calm dude, but is reckless AF.. He is surrounded by some real loyal friends like Henrique, Armando, Yusuf Amir and his boss Toni.. I feel he is the chillest GTA Protagonist (Not evil at all)
Franklin is kinda friendly dude you can easily talk to walking down the road, he wants to pursue his life as a criminal but not the one involved in petty crimes. He even became friendly to Jimmy who initially insulted him, and a man like Trevor also loved him. He is a dog lover (He loves Chop and was even friendly to that Ghost Labrador - and I guess he was much capable of communicating with them). Remember when he stopped Dom from doing stupid things that would kill him.
Michael was kinda evil - A manipulative lying bastard who though wanted to remain happy, yet was so selfish.. he could kill the person who cared most for him... He had a family and he loved them. But at the same time, he had is selfish desires and his goodness depended on those desires.
Trevor. This dude is more crazy than evil.. believe it or not, but in some cases he resorts to violence only as a last resort. (In rampages or killing Debra and Floyd - I highly doubt) but messing with him will give out unpredictable consequences. (Crystal Maze mission). But he was also kind to Patricia, Franklin and (before the revelation of Brad's fate) to Michael as well .. He loved Michael's kids and chop.. So calling him Evil is not apt IMO (He was conditionally evil)

He is indifferent to the suffering of others, but he doesn´t seem willing to kill without reason or clear objective. The only reason people spew that crap of Claude has no loyalty is due to his non-existent character and wanting to overcompensate for it.

Id say claud because what he does he betrayed the asukas by killing kenji and tony in the mission when he turns casa into meat you could also say cj he killed the construction workers and buried the guy in the toilet alive in cement Trevor i say he may have anger but he certainly hates betrayal as you can see when you go to kill Michael on the choice ending but you know all of the protagonist has done evil and brutal games 👍💯

The only innocent people he killed was being forced by Tenpenny, and he literally sets the moral compass for most people who play GTA SA, where he comes back in shame, tries to rise a bit, fails deeply, rises back again, and avenges all friends and family for the betterment of society as a whole.

Thing is some of the missions in earlier gtas were just there as filler and even though there are cutscenes for them i don't think they ALL can be considered canon. For example in san andreas CJ has to take some photos of the blueprints to Caligulas casino. If he doesn't have a camera at the start you're instructed to kill an npc on the strip and take his. I don't really believe any gta protag would do that rather than just stealing it.
