What circuit board the rudder is connected to?....Is it the one from servo motor?

The circuit is the Micro DC brushed motor driver, which has a few features - cheap, bidirectional forward/reverse running in 5v, 1A.
Search in the internet with keywords "DC brushed motor speed contorller".
usually the price is approximately between $1~$3.
