To be fair, thats not specifically a nick thing, more than it is a sitcom thing. I know plenty of shows that put laughs over serious subjects. They most likely do it to lighten the mood but it can come off as mean spirited.
A good example of the idiot trope is Jasper from Henry Danger(a Nickelodeon show) He started out as the dumb weird kid who liked buckets and then once he got a job at Junk and stuff he started to become more mature, which in way is kinda realistic. He was used for laughs and often treated like garbage but he still wasn’t like completely stupid. By season 5 he definitely started to act his age while still keeping his wackiness in a non-annoying way. If only they did that for Cat. She might as well have been Gibby from Icarly🙄
I think Good Luck Charlie seems to be the most realistic show out of the shows you mentioned in the video. While Fairly Odd Parents, Victorious, and Suite Life are trying to be strictly comedic, Good Luck Charlie is both comedic and down to earth.
That’s how they did with “Kim” from “The Parkers” when she was on Moesha she wasn’t as “dumb” but when they switch over to Parker’s they made her act like she didn’t know anything and she was in college….. I hated they did! This was a good video!

I think Mikey is the only “dumb” character from Nickelodeon that actually got smarter and less childish. He seems more mature as the show went on

Grumpy and sarcastic characters can pull out a fair share of comedic and funny lines as well. Just look at Squidward and Plankton "SpongeBob".
