This isn't a good way to identify cheaters. You need to look for false positives where inputs are preformed while the player in in an un actionable state.
I don't think this dude is cheating to be honest... The drive rush into DI at the start of the round is something I do as a read sometimes against people. There's another clip you used where he activates the DI while Gief is drive rushing, before Gief even inputs an attack button... If it is a script then it is the worst one I've ever seen and easy to beat. Then the rest of the clips seem to be one off situations in games, these patterns should be repeating constantly in a single match before you get suspicious.
multiplayer in fighting games are over for me, I have no fun anymore, always finding those cheaters, if not scripted, lagswitcher, or both for the worse... I stop fighting and exit the game, I dont care if I am punished losing points, at least I am taking the fun of them... prefer to play vs the AI SIM.
other than the akuma being able to spam drive rush forward that much during round start, everything looks normal to me. Maybe you should have posted some full matches instead of switching from one random interaction from a match to another random interaction from another match?
And all those times "combos" stopped or changed right when a button was pressed didn't seem off to you? Also, yes. Probably would've been more clear using full matches. This is the first one of these I've done.
