He wasn't at his peak in 2007. His peak was 2008 - 2011. Nevertheless, he was still near his peak in 2016, which is impressive in itself.
@@MrVpassenheim his peak was 2007-2008. his motivation waned after beijing but he still did best times. in 2007, he won 5 individual golds at worlds, held 4 WRs, breaking one of Ian Thorpe's, was 0.03 off the 100 back wr and .2 off the 200 back wr. and his 4x100 free leadoff wouldve won the individual 100 free. biggest indicator of his peak was his 400 im. he did a full program in 2007, won 7 golds (medley relayed dq'd by a teammate) and broke the 400 im wr at the end of the week in 4:06.22. beijing speaks for itself, then he swam a much reduced program from 2009 onwards, notably dropping the 400 im. he swam it again in london, at the start of the week, and he tanked. phelps was great in rio, but not because he was near his peak. phelps' peak was when he could have huge success across 8 events. phelps was just smart in rio by managing his program well
