Adaptive cruise control uses mechanical rather than regenerative breaking. It is possible to operate the system as a conventional cruise control, i.e. manually changing speed and using regenerative breaking by pressing and holding the ACC button for a longer period of time.

I just got myself 2018 Outlander Phev, and it's cruise control would NOT let me set it higher than 115 km/h. Any idea why?

I have a 2017 Mitsubishi Outlander with ACC. It's worthless not because it doesn't work, it's because it beeps at you anytime a vehicle in front leaves your range and also when you pull out to pass where it goes back to set speed to get around. The constant beeps are so annoying, I don't use it and simply press the button for 2 seconds to give standard cruise control.

I understand your point. It's definitely not useless though as it serves its purpose very well, it is just very annoying.
I've driven huge distances with mine, and it's a real game changer.
With the distances we travel, I just set it to follow a lorry at the middle distance. At night we can hundreds of miles without a beep, just following the lorry.
When the electric depletes, I move to the closest setting and got charge. I get a tow from the slipstream whilst charging up
