Belisarius Cawl is a great character. I like how he does not absentmindedly stick to ritual but seeks to better the Imperium through ingenuity. Tech Heresy is the only way to save the Imperium.
Also, considering Cawl's AI, I think there's more to the Men of Iron rebellion than what we're told, considering the Leagues of Votann's Ironkin, and UR-025, seem pretty sane.

Small fact check; Cawl's not intending to travel back in time. Instead, he's intending on using the fact that a Pylon network node is on the event horizon of a blackhole where time has practically stood still to find an example of pristine necron tech

Cawl isn't a big fan of Psycho-conditioning, yet, Alpha Primus is Loyal (Capital L) to Cawl. I do suspect the loyalty lays deep on a genetic level. All clones of Primus or any marines made using his genetic material will also be unconditionally loyal to Cawl. Good luck to Bile if he dears growing one of those clones

Because they should already be more powerful than loyalist, what with their chaos juice and being way “older” due to warp nonsense… primaris were meant to level the playing field… or adleast come close, but it looks as if the gap will yet again be widened with whatever Bile cooks up… I almost feel like this is a way to sell primaris chaos space marine models and make money, but I guess I’ll just have to hold faith that they have a plan

But I suppose it's an arms race; CSM don't want endless war per se, they want to actually BEAT the Imperium eventually. This may force loyalist forces to adapt (new models) as well.

Cawl used his own DNA as base then applying same techniques the Emperor used to create the primarchs by mimicking the gene-seed gifts in Alpha own gene. The result being a water down verison of the primarchs gifts expressed through his own clone son
This would be reason for me why Alpha is always in pain as his truly human DNA if foundation were as the Emperor primarchs are made from perpetual DNA a stronger source code one might say.

Further separating them from 30k/HH stuff as well - which is for the better. The universes shouldn't still look the same after 10,000 years.

Further, legionnaires would have been updated with the kill team in the middle of 9th edition if they were changing anything. Man Genefather was a GREAT read! I agree that it doesn't really move thing forward too much but like you said it definitely allows for some great narrative arcs in the future, as long as GW actually decides to move these things forward. I also am not a fan of the "Chaos Primaris" idea as it is REALLY NOT needed. Unfortunately though I can see GW pushing it to justify new models, even though they seem to have enough problems updating the armies they already have (I say that as a Eldar main player for 30+ years). This book has really made me hope that GW will change one of the biggest problems that they have with the 40k setting. That being the fact that they treat 40k lore as a supplement to the game instead of treating the lore as the main base for the setting and the game as a supplement. That way of thinking made sense and worked for 40k for at least the first 10 to 15 years, but now the lore has really outgrown the game by leaps and bounds over the past 15 years and especially since 2016. Now it makes much more sense to let the lore grow and go where it needs and give it some conclusions and new areas to explore and not just use it as a way to push new models. I know at least 30 people who like the 40K setting but only 7 actually play and maybe 12 buy any minis but the majority buy the books and participate in the communities online. With the possible shows/movies in the future that side of the fandom is just gonna get bigger. Hell it's one of the biggest settings in SciFi/Fantasy that includes a broad range of genres, from Mystery/Crime and Horror to kids books and just about everything in between.

Rho calls it "Timetravel" and that is correct but not nuanced enough.
Cawl has identified a planet falling into a Black Hole. Gravity and time works such, so that all on this world is experiencing the flow of the universe ultra slowly.
This planet has the Pyloncontrol system on it. Cawl will need enough resources and tech to make a "time-tunnel" to safely get to the world and leave again.
    That is the plan.

One thing not mentioned was Bile's mention of his New Men needing a leader, but clearly not a primarch. The real purpose of Bile wanting Alpha Primaris geneseed. Whatever satisfies Abbadon as an afterthought must be a pretty big deal. It also leads to more questions about the new men. Porter didnt have a warp presence, does that mean the new men have no souls? Even tau have a warp presence even if miniscule.
The other thing i'd be curious about, is if the scrapcode code could effect necrons, who have no souls. Warp infused malware seems like it would be devastating to them, or completely ignored. Or for that matter if you could put a demon into a "new man".
Lastly, if anchoring alpha primaris soul was an issue for Caw. Perhaps whatever Bile distills out of his geneseed would also result in binding chaos primaris being bigger, stronger, AND demon fused, given that so much power within that geneseed couldn't be properly anchored. It took supercharged souls to create a primarch. Bile or Abbadon wouldn't need to. Put a demon in it.

It even seems like the Emperor was amused with his antics. I seriously hope they don't give Chaos the Primaris, I was already irritated with the way they tried to shoe horn "traitorous/rebellious" Primaris into some stories. (I'm thinking of that story where the custodes are delivering a batch of new Primaris to a chapter only to find that chapter in a civil war as parts are trying to break away. So long story short the Custodes accuses the Primaris as being traitors and forcing them to defend themselves. I thought that was extremely dumb.)

So a couple of things for me 1) I thought the Fabricator General was dead. I thought he was killed at the end of the book “the dark city” by Chris Wraight. So if that is true then doesn’t this story line set up a potential civil war within the Ad mec. With Cawl’s AI specifically asking for him to be installed and it’s clearly working on its own. It’s been doing it since “the Dark imperium” book. 2) I think primis is a chimera, he definitely has traitor gene seed and because he’s chimeric that probably why he’s always in pain and in THIS book he says he can’t really see himself in the warp as if he doesn’t have a soul. 3) I think Bile is trying to create a primus type to lead his “new men” this is going to be really interesting
