What is the new 20 foot fence at the US Capitol & Marine One departs for Delaware (again).

Many of you have been asking about the new 20 foot fence at the US Capitol and I've been filming up there several times this week. Hopefully we've found an answer to why this new fence has appeared. We also caught a glimpse of Marine One departing for Delaware this morning.
