for games people uses hair cards which is the classic method of hair creation but it is light and your game will be light. for now you can create hairs in blender with particle system and can use only in blender. you cannot export these hairs as an asset or use in other softwares like UE5 or CC4. Maybe in the future blender update this hair system. someone can create hairs with this system very easily but cannot be exported. if you convert them to mesh and and then export it there will only be dots instead of the hairs.

Particle system beards are rigable and also respond to physics. These may be more laggy but are better for animation. Just my opinion, not a pro tho

Particle system based hair is not a great idea for games
Use hair cards instead. Or just modified curves for more stylistic option
