For several reasons, the most salient is probably Israel's foreign govt lobby groups (APAIC is the best funded such group) which buys congressional seats for compliant candidates for public office and ensures that sitting, non-compliant elected officials are removed from office. These groups play a similar role in the UK with Parliamentary seats.
