The KS-23 was designed in the 1970s for suppressing prison riots. It was created by TsNIITochMash, a key Soviet weapons developer, for the Ministry of Internal Affairs (MVD). The barrel for the KS-23 were made from 23 mm aircraft gun barrels that were rejected due to manufacturing flaws. These rejected barrels were deemed to be acceptable for the lower stress of firing slugs and less-lethal rounds, and thus were cut down in length for use as shotgun barrels. The KS-23 began to see use during the mid-1980s by several MVD forces. During the 1990s, research was made into improving the original design to make it usable in confined indoor areas. Two prototypes were proposed, the KS-23M and KS-23K, although only the M version saw use.

When you read wikipedia, pay attention to numbers in brackets like this [3]. Well, that claim doesn't have that bracketed number as it is unsourced. The claim itself travels from blog to blog and nobody bothers to reveal their sources.
There are also a different version of that claim floating around. The other claim is, they are using same tools as for aircraft guns. The aircraft gun barrel has much thicker wall, and those walls are thinner to the end. Turning down and hand fitting every barrel to the specs would take a lot of time and effort.
It's like, what if instead of going through hassle of repurposing failed Mosin barrels for TT-33, we used same tools to produce pistol barrels from the start? I know, mind blown!
Then of course there are smooth bore versions that would be utterly non-sensical to produce from aircraft gun barrels.

Reading through gun forums I found out that the owners of TOZ-123, for the most part, have to resort to refitting and reloading GSh-23 brass for that matter, and I think, if I remember it correctly, flare pistol casings of appropriate diameter.
