The only thing is we have to ensure that both suction and exhaust valve is closed which actually happens during the compression stroke. Now since the compression stroke is a full length we focus near TDC because just around TDC fuel will be injected and combustion will start and we want that at that time combustion space should be fully sealed...that is exhaust and inlet valves are close completely... If u take just after TDC,how will you enusre that this is Power stroke or this is scavenge stroke...

From the flywheel marking you can found that a specific unit is at TDC ,but when you check the fuel cam you can see that it is just few degrees away from the start of injection. You should adjust tappet with the flywheel markings, but we are looking at the fuel cam to ensure that it is at compression stroke.
Whatever reason we learned for having tappet clearance is between rocker arm and top of yoke..... If the clearance at A and B is not zero, how we can attain the desired results..., like positive opening of valves.....Also if gap there it can cause damage to faces.....Also if A is zero and B is not zero there will be uneven force.....
i have finished a top overhaul of diesel engine. should i carry out tappet clearance while engine is cold ? or when engine is warm with jacket cooling system in circulation?
You can do either of both... Some manual will be mentioned the tappet clearance values for both cold engine or warm engine.....it will normally have 0.1mm difference..If only one value is given it will be better to do after taking jacket water and ensures that there is no leak and finally adjust the clearance...
