I have that Crappy "Windows 7 Basic" Theme on my Windows 7, When I restarted desktop windows manager and Selected "Windows 7" Still got the Windows 7 Basic Theme.
The services are in alphabet order, you can go to D letter services and you'll find Desktop that's the service right click and Restart and then when it restarts right click in your desktop Personalize and then choose an Aero theme. If you didn't find it it may because a virus or Windows version, if you have Windows 7 Starter or Home Basic you'll be not able to put Aero theme on your desktop if nothing didn't work or you don't have that Windows versions or a virus, it may be because your index score 1.0 don't have Aero theme but if you have 2.0 up to 7.9, I don't know, you can check the Aero troubleshooter and if the troubleshooter couldn't identify the problem i'm so sorry because you'll be not able to put the Aero theme.

Right click your desktop, select screen resolution, click advanced settings, click on the tab "monitor", and at the bottom select true color (32 bit). This fixed my problem, hope it helps!

That did not work for me, what worked was removing intel drivers and letting windows update reinstall them.
