These features are not inexpensive. Some decision-makers believe it's well worth the extra cost, but many cities & counties can't add extra whistles & bells because the budget is already too tight. I'm with you, though: Make it so these HAVE to be included in every emergency vehicle and the safety for all first responders & patients will be increased.
