I am not sure the girls should be "punished" as such, but they need straight, stern talk about what was really going on - they were being groomed and had let themselves become participants, even if unwittingly. They need to be aware of the horrible consequences that could have happened.
It's such a horribly toxic environment without adding in young marriage. Making all sexual thought or desires as "the devil" creates this kind of crazy.

Pushing kids to get married so young is a bad thing. People aren’t able to be mature to handle being in a marriage let alone a healthy relationship.
