Toon boom's Studio looked like it upgraded to the high-end animate and Harmony, but didn't. Nor were the files in the same format. But they have made Harmony have three levels and provided Studio owners an inexpensive cross-grade price until October 2015. Thankfully. I really like that color palettes are linked to the characters and can be changed by flipping to a Night look or a special effects palette. It's a slick program.
Stu VS toon boom will convert all your old studio files to harmony for you if you cross grade - (at least thats what they told me about animate pro, not sure if it applies to studio)

One thing I like about Blender is how easy it is to animate literally anything in the program. Choose a frame, hover over anything with a number slide, and type i; instant key frame! Anything from the usual position in space, to lamp colors, to camera properties! That versatility is just so powerful!
here's what we mainly use in my university's animation program: 2d: toonboom harmony, after effect, photoshop(but rarely) 3d: maya, nuke (post-prod), zbrush(modeling and texturing) stopmotion: dragonframe and after effect (keylight for green screen)

My mom was able to get version ten on amazon for less than $30, but yeah I probably should have watched this first before I chose a software. But it does claim to be better than Maya...
from my own experience, even though blender is free, it is on-par with maya if you are familiar with it's UI. In fact, I prefer it due to it's workflow. It relies heavily on shortcuts, which is why people have a hard time starting with it. But to me that's the selling point :P not to mention that is has a waaaay better rendering engine than any other 3D software that I used (talking about built in. not external)
I can personally recommend Clip Studio Paint Pro/EX for frame-by-frame animation software, it also has powerful drawing tools not unlike photoshop and very helpful other tools like perspective rulers, transformation tools etc.

OpenToonz has recently become Free and open source. It has been used by Studio Ghibli in many of their films. The down sides is that it's not very intuitive and since it's "new" there's not many tutorials right now.
Swedish Person su style and i make frame by frame animation and sometime i make the head layer and the body layer then move the head for 3 frames then i start draw frame by frame but sometimes i copy the frame
Thanks for including blender. It is nice 4 those learning. What I like most about it is that it does not having annoying popup windows. Popup after popup, moving and resizing, is annoying and time consuming.

Blender will run on a slow laptop. Rendering at high quality takes a while so only do that for the final render. Its non trivial to use so you need to put in time and watch tutorials. Share the results on youtube. I did.

When Autodesk is selling the same thing again and again, in three differently named packages, Blender is becoming one single turnkey CGI production mother-ship. There's a program called SFM aka Source filmmaker,it's really easy and useful animating software to animate there is everything like:lighting,camera,camera movement,effect,everything. You better check it out!.
It may seem like an odd choice, but if you're irish and doing DCG for leaving cert you can use solid works to model your 3d designs and then export as an obj and then import into after effects using element 3d and animate in 3d using after effects 3d camera.

well I use 3ds max for making models and then I export it to blender for animation. so basically combining both of them for getting amazing results. I love max and blender

You wouldn’t consider adding Krita? 10k frames max but you can play it up to 99 FPS with anything you make, or you can also change it to any fps you want for a longer animation =P

It's possible to use Blender for traditional/2D vector-based animation using the Grease Pencil feature :)

I think you missed GIMP. It animates through layers as frames by given time. It is useful for creating GIFs.
Sai Sarkale gimp has no timeline if you wanna make a frame save it and edit it in video editor, it is impossible
