I think to purposely victimize anyone confined to a wheelchair, especially if it's a small child, is absolutely unconscionable. The little girl was just lucky a good cop came to her aid on time.
Did Lieutenant Andersen find the boys that attacked the girl and put fear in them to think before doing anything like that again, also did Officer Marks get reprimanded for what he was going to do.
