There is also a Digby Boy in one of the starter area side-towns, Throughville. There's a side-quest and you have to feed it 10 or 15 Copper Ore in order to be able to capture it.
One quick note, gravity plays a role in the game, as far as I've noticed, so the water collection units need to be placed higher than the tank, and the hoses will go on top of the tank (coming from the collection units), not on the side (not really sure about the last part, haven't tried it yet). One sure thing you can do to test if the water flow is correct is to go into build mode when near them and the hoses will animate in the direction of the flow.

yeah you need to have a water collection unit on a lower floor then then the rain collection system to put water into it effectively

i think this is a fixed spaw. had the same on 2 chars.
imma have to do some testing on this cause after my first one from tin i never got 1 again lol
