I think if you fish an area where lots of bait fish hang out and there is a bit of a ledge. Also, join any local Facebook group who target them for tips and advice. Good luck my bro.
gaming-grouper sure can. Stockton side of the break wall tends to produce well in behind the surf break. If you’re fishing into the harbour side be sure to hook your live bait through the bottom jaw and out the top of the nose so it can swim in the current. Also use the right size lead to keep you down there. Hope it helps

gaming-grouper I use a Shimano 8000 which has proven to have enough drag and would suit 30lb mono nicely.

You shouldn’t put through the top and bottom of mouth only bottom as the bait fish needs to open it’s mouth to stay alive longer
