I think that was just for the original video in '82, or if they played it live with Pete on keyboard/synth. It looks & sounds here like someone else is handling the synth part, and Pete is the only guitarist.
Yes, Roger played it live, too. And, most people don't know, in the very early days, before Keith, and before being called "The Who", Roger played lead guitar for the band, Pete played rhythm.
What a great guitar player and musician. He handled that like a seasoned artist keeping time and working back into it. He never gave up on it by getting frustrated and like the song said "kept it together"

All bands evolve over time and thankfully the Who have continued to give me and millions of others so much pleasure over the years.
