I was faced with this problem after my laptop got some wired problems and i had to delete everything and start fresh with getting windows 11 again.
I used to be able to change my brightness with fn+ f5/f6 but after getting the windows again i was faced with this blank window. Now I got to fix it with the help of this video! Thanks!🎉

It works!
You actually install older version of the software that is not the newest UWP (Unified Windows Platform) and it creates its own service after restart.
