You have the arm on incorrectly which is causing you not to have the closer allow the door to open up enough. Also, since the arm is overloaded you have no chance to make that closer ADA compliant (5 pounds max to open). The arm should stick straight off and only receive a few degrees of preload.
Lol. Love your recommendation for the reckless cart operator, and thank you so much for explaining everything so thoroughly. I just had to install 2 commercial fire rates doors (used youtube videos), then had to install the panic/ram bar and handle (had to watch yt videos), and now I'm installing the closures, and your videos have been invaluable! Thanks again, and best of luck in all your endeavors! Side note: idk where my hardware came from, but they sent the most convoluted instructions ive ever seen and no paper template. Lol. Just been measuring and marking everything out, and triple checking, before drilling.
