Thanks for the commentary. I had exactly the same problem with the forehead 'leaking.' It really bothered me. So much so that I rub axel grease into the hat. That did not work. Then I rubbed petroleum jelly. That did not work. Frankly, I was beginning to dispair. What would happen is that, in rainfall, the rain would end up running into my eyes. It was really annoying and frustrating. The odd thing was that if you put the hat under a running tap, it was bone dry underneath. It was a real conundrum. Then, on a hot rainless day, I mowed the lawn in the hat. Water poured into my eyes in exactly the same way it did when out in the rain. Of course! It was not rain water but sweat that was getting into my eyes. As the sweat had nowhere to go, it went down my forehead and into my eyes. The solution is simply. Stick some towelling material to the front-inside of the hat. It is very easy to do. And/or wear a sweatband. You will see the problem disappear straight away. It is an obvious consequence, when you think about it, of wearing a waterproof hat. Now it is one of my best bits of kit. Cheers, from the town with 'four thousand holes.'
You could, but have tried that. It is a pretty poor job simply because the base material, no matter how much you spray it, will still get wet. Believe me, I have tried it. Now the Truth Spec H20 boogie hat in 100% nylon. So you are off to a great start. Start with something that is, in itself, waterproof, and spray that with Nikwax if you want to. That is a far better way to go.
I like the hat and the wider brim, but 'one size fits most' is accurate. It was too small for me. I had to settle for the standard Boonie Hat and waterproof it myself.
What kind of Shock Cord do you use? The stuff I buy tends to fall apart much faster than I would like... doesn't stand up to the Sun very well. Would love to have something better... yes I know perfect doesn't exist. :)

You think flex seal would work? Or maybe even the old fashioned spray that you use on outside furniture?
couldn't I just pre spray one of those fabric waterproofing sprays for boots and clothes

I think you are intended to tie the size cord and then cut the ends so it does not hang.
