On your way to Jagged Peak you have to kill that Ancient Dragon Man at the end of the dungeon. He drops a Great Katana that makes Dragons much easier, I instantly upgraded it and then exclusively used it to clear out this entire area.
I thought they were all pretty easy EXCEPT the final one in Rauh Ruins, I don't know WTF was up with that one. He was so much harder to stagger and just stomped non stop so you had almost zero openings. I was super overlevelled and it still took me like 5-7 tries to kill that guy after 1 tapping all the others.

I was coming to say No, the gigantic Furnace Golems are the hardest but yeah Bayle looks very hard.
