You didn't mention that using bricks as cover it will corrode the rebars if the water level increases as brick has the tendency to absorb water and also at one column the bend has been in the opposite direction and first of all the marking should be done properly and the alignment should be checked throughly.

I think Development length should be place on bottom reinforcement, not on the top reinforcement of the footing.
