      There is but if you fly a lot of none budget airlines, they don't really care too much. Secondly, it is also about how you hold your bag(s), does it look heavy to the staff or not... In most cases airlines (including many budget airlines) will allow overweight carryons as long as if they are sensitive stuff like camera equipments and computer. However, I find that with the budget airline staff, it really depends on who you get. For example, in Southeast Asia, I tend to fly a lot with AirAsia and the AirAsia staff are very kind and understand in Southeast Asia but when I flew from HongKong with AirAsia back to Thailand, they were really strict on the weight and will not allow me to board the aircraft despite explaining to them about the items in my carryons and how other AirAsia flight allowed me to carry these equipments onto the aircraft. So I had to pay extra to load my camera equipments, which I wasn't very happy about (but what else can I do...) and just to prevent my camera equipments from any damage, I bought an extra high quality hard suitcase from a well known brand at the airport... Overall, it was more expensive than just getting a first class ticket back... But yeah... it really depends.. haha
