It's actually the 1987 location, we control Withered Freddy and witness the aftermath of the second children's massacre William has committed after pretending to a pizzeria guard (Phone Guy mentions a previous guard before Jeremy and there's an Easter egg of William here wearing a security badge). These kids then go on to posses the Toy animatronics (indicated by their possessed eye pupils) with criminal database excuse from Phone Guy being a BS explanation for the Toys' aggressive behaviour similar to how he stated in the first game on the reason why the animatronics went after us was because they thought we were an endoskeleton As for the colours, Scott probably didn't care too much about it looking accurate lol
