They were actually produced by EMD for Indian market in 1998
I believe there are railway staff who check the train for problems and they inform the station master. Those people could have prevented this.I hope no one got hurt because of the tarpaulin.

Yes, I have seen them a lot, it was plastic sheeting, not tarpaulin. In all shipments, local or overseas, be whatever means, packaging is most important. There are a lots of innovative packaging tools and which should solve the problems. Plastic sheeting or tarpaulin, if fly and touch the overhead cables, can cause serious damage and disrupt the traffic movement.
No tools could solve the problem here, only skilled and well trained workers with the right material.

Why are they using tarpaulins over wagons,
If they come loose, they can bring down or break an OHE.
It's a massive risk.

Safety related issue. Shoddy work done by contract workers. There is no supervision.
Very very poor low substandard quality tarpaulin. Which causing very dengerous while running the trains in opposite directions. Railway department should take care by providing strong quality and to tighten with strong rope
