I believe the reason they couldn't do it is because of Rights issues. Josie and the Pussycats is a property of Archie Comics, and plus around this same time there was a live-action movie of the property being made. I assumed they were able to get the ok because this is clearly the Hanna Barbera version that they are emulating

The film's director, Jonas Odell, is a Swedish film maker known for having a unique animation style that he uses in his live action films and animated shorts. Some that even look like the Country segment in such shorts like Släkt & vänner or a short on his RUclips page called Family & Friends.
