My impression is that the dog is persistently trying to approach an area where the fox does not want the dog to go, possibly a den with kits that the dog has scented and is interested in. The fox is nipping the dog and running away trying to get the dog to chase it in the opposite direction it is heading. Foxes aren’t dumb animals, this fox is putting itself at great risk here. It seems pretty clear to me that this fox is trying to lure the dog away from the wooded edge of the field/yard. If the fox was truly “attacking” the dog, e.g. if it was rabid, it would most likely show more serious aggressive behavior and try to do some serious damage to the dog - which clearly is not what’s happening here. That being said, the owner not calling the dog away and simply filming the encounter shows that he neither cares or the welfare of his dog or the welfare of the wildlife on his property. More important to get “likes” by posting the incident on the net for complete strangers.
Frankly if this scenario is true, I wouldn't know what to do. The fox is being either playful or territorial because notice how small the fox is. It knows that it cant take on that big dog. It might just have babies near by or food. The fox can also be playful. Foxes don't even attack domestic cats because they are about the same size. Other animals even display the tagging heal behaviour for attention. For an example my cat bites my heals when she has brought me a toy of hers. So in conclusion, I don't think it's a direct attack. It could just be trying to directing possible threats away or a playful gesture.

The fox is being either playful or territorial because notice how small the fox is. It knows that it cant take on that big dog. It might just have babies near by or food. The fox can also be playful. Foxes don't even attack domestic cats because they are about the same size. Other animals even display the tagging heal behaviour for attention. For an example my cat bites my heals when she has brought me a toy of hers. So in conclusion, I don't think it's a direct attack. It could just be trying to directing possible threats away or a playful gesture.

For those overzealous people out there advocating the blowing away of the Fox, dont get your panties in a bunch. The fox isn't trying to kill the dog. I suspect the Fox has some kits near by. Foxes tend to keep away from dogs that size. Infact, they rarely even kill smaller animals like cats unless it's something they intend to eat like a chicken or rodent. The person to blame for that poor old dog's plight is it's owner for allowing it to be in that situation in the first place. If it were a coyote or wolf then it would be a different story.
