They could have REALLY leaned into him being a mommy’s boy. Not just continuing her old plan, but actively trying to bring her back to life or being told what to do by her ghost or someone who’s pretending to be her. The latter case is RIPE for comedy, Charming being the only one fooled by the very obvious act, possibly in denial; maybe he could land the killing blow on the other villain and idk, die in the process? Don’t know who the person pretending to be Fairy Godmother would be; maybe an old acquaintance of hers? Some sort of relation that would make Charming especially angry at them, such as a traitor sibling of his, or maybe a rival of Godmother’s, that is only revealed near the end. (I’m thinking an evil-looking witch who is altruistic to a comedic degree, in which case SOMEONE has to die via house falling atop them)
If Charming’s antagonist is secretly on the side of good, I’m thinking that maybe Shrek’s plotline would involve a misunderstanding, though it should still deal with the theme of parenting that 3 was trying to handle? Perhaps the new character, if a relation to Charming, is mistaken for him, or if the Second Witch suggestion, she’s set up a gingerbread house in the woods and is believed to be eating children, and either way Shrek is the one tasked with getting the newbie out.

Another good way to make a despicable villain likable is if they are faux affably evil. While affable evil mean being polite and friendly despite being a villain( Hannibal lecter, Thanos(mcu) and senator Armstrong), faux affably evil are villains whose politness is only a persona they used to hide the monster they truly are(frieza, handsome jack and Bill cipher). They won't even drop the facade even while doing their evil deeds and only drop them when hit right in the nail. I love this kind of villains because of just how despicable they are but are so polite about it, it's kinda hard to truly hate them.

The villanous mother that does evil for the sake of her child's welbeing is such an interesting archetype. Cersei from GoT is another good example. Maybe you could even count something like the Xenomorph Queen in there too. It's very hard to hate a mother for trying to do the best for their children, we are conditioned to see that as a, "pure", saintly instinct. The question is how _far_ would we go to harm, exploit or shove others aside in perceived defense of our offspring.
This is a very strange villain. what she's doing is fine on the surface and not evil, just happened to go against Shrek's desires. And is also a stereotypical good character, and with no intimidating presence or horrific actions, you don't really even hate her, she's just an obstacle. This is an interesting character, not really a strong villain, but a strong character nonetheless

Everything you said in your comment was wrong. The fact that there are people in real life who would do stuff like this if they could doesn't change that it's evil.

In the Fairy Godmother's own words, "That's something no amount of potion is ever going to change." FGM is literally trying to gaslight and bewitch Fiona into marrying her son, so she has access to the kingdom. If you ask me, that's pretty evil.

I was trying to think if a charismatic villain but all I can think of is Cell from Dragon Ball and Loki from MCU. Both are witty and absolutely fun characters who are seemingly redeemable. I know Loki does, eventually, got a redemption arc in MCU while Cell never does since he got wrecked by Gohan.

Its not even the correct name, its 'space x', far more people worked on that project then just musk... Also, just in general you glossed over a few sociopolitical motifs in the movie which are tied to the fairy god mother... With her being the head of a mega cooperation, and the fact that she uses her influence to to gain more power, eg, marrying her son to the largest kingdom. Its not necessarily about the 'fairytale story' thats just a guise fof her to get her way and keep society the way it is for her to climb the ladder. She even planned it from the start with the kings back story. Its a kingdom being puppeted by a powerhungry CEO behind the scenes. Almost like if large coorperations and buisnesses had politicians in their pockets who parot 'family values' motifs to further their own monetairy goals.

Just take a good look at his opponents, they're all unscrupulous liars as well, ready to do and tell all the enormities in order to achieve their ends. Even publishing fake presidential programs to discredit their adversaries. They managed to convince public opinion that Biden was not just a puppet suffering from senile dementia and that anyone who said otherwise was a traitor. Well, today we know it wasn't a conspiracy theory. And of course, they succeeded, at least for a while, in making the majority of voters believe that they were a better choice than Trump. Fairy GodMother is still my favorite villain, even though she’s gone, her evil plan of having her song played in so many movies/shows still lives on
then there's jack horner who is fully unrelatable, has no redeeming qualities and is so much fun he still is charismatic
