This guy suffers from a rare condition known as panhypopituitarism. His body does not produce enough hormones to allow him to grow like a normal person. He will look younger than he actually is for the remainder of his life. When they shot this episode he was 27 years old. He got this role because he was working as a stand in for Austin Major the year before.
My daughter was born with panhypopituitarism too. Pretty scary if you're not careful so much goes into their care so they don't go into adrenal crisis, coma and death

Lucky Luciano feels like an acid trip--just one weird thing after another and nobody acts even remotely normal. Honestly they ought to come up with a special kind of Emmy for episodes like this.
