It's more like reassurance for himself - that everything has a purpose no matter what the state of their existence may be like, including him, hence, "Everything must belong somewhere, I know that now, that's why I'm staying here". The song is about hope.

Well some of the lines are reflecting bad symptoms of society which have no purpose, but are inevitable outcomes of a flawed world. I'm sure Mr. Oberst would prefer some of the lines become sad truths about man's past.
What a bleak outlook! Um, I have to call you out on your tax argument. The police salaries are paid with tax money, so they are actually a drain on resources. But imagine this: a society without a lower class. Where the average citizen was so disgusted by inequality that he/she refused to allow it to exist. It can be done. In feudal times the lower class was about 96% of the population, now it's closer to 30% (in first-world countries), in another thousand years it could be 0%. Trust me :)
