My friend mains game and watch. After playing him every single day for the last 10-11 months I don't see why this character isn't top tier. Sure the side b having a luck based aspect is dumb but his down smash forward smash killing at 70 on most characters is insane. He has great frame data, an insane recovery and out of shield option and for being as light as he is he can for some reason live to stupid high percents. What makes him not be a top tier or even a high tier?

Well, many people see his tier position rising, because he doesn't seem as bad as we saw him in the beggining of the meta. Just like Marth in Melee, or Mewtwo in Smash 4(albeit that last one thanks to buffs) he is considered a very possible high tier now
